In 2023, Ajman's Gross Domestic Product (GDP) reached approximately $10.9 billion, with key sectors including manufacturing, trade, and construction. Manufacturing contributes 18.8% to the GDP, wholesale and retail trade accounts for 18%, and construction makes up 16.4%. The economy is further supported by the Ajman Free Zone, which hosts over 1,500 companies, and Ajman Port, handling more than 1,000 vessels annually. For 2025, Ajman has approved a budget of AED 3.7 billion (approximately $1 billion). This budget focuses on enhancing community development, public safety, infrastructure, and overall economic growth. A significant portion of the budget—39%—is allocated to improving the quality of life by developing parks, green spaces, and urban infrastructure. 

A further 20% is dedicated to economic development, aiming to strengthen the emirate's investment climate. Additionally, 27% of the budget is earmarked for digital transformation and service efficiency, while 14% is designated for ensuring public safety and security. Ajman Vision 2030 is a comprehensive plan designed to transform the emirate into a competitive, sustainable, and innovative hub. The vision emphasises sustainability, inclusivity, and community-centric development, alongside governmental agility to respond to the evolving needs of residents and businesses. 

The emirate is also working on attracting global investments, with particular focus on sectors such as advanced manufacturing, digital economy, education, and tourism. This vision is being supported by infrastructure projects like the development of Al Zorah Nature Reserve and the expansion of Ajman Corniche, which will enhance the city’s appeal as a tourist destination.

In the first half of 2025, over 1.9 million passenger trips were recorded, with a fleet covering main corridors like Al Ittihad Street and Al Jurf. 

The number of bus stops has increased from 73 in 2020 to 95 by the end of 2023. Additionally, the ATA has signed a Memorandum of Understanding with Skyports Infrastructure to explore advanced air mobility solutions, including air taxi services, aiming to enhance the emirate's transport ecosystem.

Utility Infrastructure

The Ajman Municipality & Planning Department is actively working on enhancing the emirate's utility infrastructure. Projects include the construction of new roads, stormwater drainage systems, and the upgrading of intersections to improve traffic flow. For instance, the first phase of the Ajman Industrial Roads Development and Maintenance Project was completed at a cost of AED 26 million, focusing on improving connectivity and supporting industrial growth.

In line with its commitment to digital transformation, Ajman is investing in smart city initiatives. The 2025 budget allocates 27% to enhancing digital systems, particularly within public services. This includes building digital government capacity to drive economic development and improve public service delivery. According to the Ajman Emirate Attractiveness Index for 2023, 97.1% of residents expressed satisfaction with public services and infrastructure. This includes satisfaction with healthcare services (98.4%), education services (98.2%), and public transportation services (97.2%).

Initiatives include the development of the AjmanOne platform, which consolidates various government services into a single digital interface, facilitating easier access for residents and businesses. Additionally, the 'Eye' system, introduced by the Ministry of Human Resources and Emiratisation, automates the approval and issuance of work permits using artificial intelligence, streamlining processes and reducing human error. 

Smart Infrastructure and Mobility

Ajman is investing in smart infrastructure to improve urban living. The implementation of the 'Green Wave' system on major roads aims to optimise traffic flow by synchronising traffic lights, thereby reducing congestion and enhancing fuel efficiency. Furthermore, the Ajman Transport Authority has signed a memorandum of understanding with Skyports Infrastructure to explore the feasibility of advanced air mobility solutions, including air taxis, to diversify transportation options. 

Cybersecurity and Data Management

To support its digital initiatives, Ajman is strengthening its cybersecurity framework. The establishment of the AjmanOne Security Operations Center enables real-time monitoring and response to cyber threats, ensuring the protection of digital assets and services. Additionally, the Department of Finance has launched the 'Estidama' system, a smart financial platform that integrates budgeting, financial execution, and reporting into a unified cloud-based environment, enhancing transparency and governance.

Artificial Intelligence and Innovation

The emirate is also focusing on artificial intelligence to drive innovation. Khazna Data Centres is constructing QAJ1, the region's first AI-optimised data centre in Ajman, with a capacity of 100MW.
