Clark Green City in the Philippines is a visionary, sustainable urban development led by the BCDA. Spanning 9,450 hectares in Tarlac, it emphasises eco-friendly infrastructure, smart technologies, and disaster resilience. 

Clark Green City, situated in Tarlac within the Clark Special Economic Zone, is an ambitious and visionary project led by the Bases Conversion and Development Authority (BCDA). This modern, eco-friendly city is designed to exemplify sustainability by harmonising economic growth, social development, and environmental protection. With its strategic location and robust infrastructure, Clark Green City is set to attract businesses, technology companies, and lifestyle investments, making it an ideal hub for diverse economic activities and a model for future urban developments.

Background

The concept of Clark Green City was initiated by the BCDA in 2012 under the administration of then-President and CEO Arnel Paciano Casanova. The idea stemmed from the need to address the escalating threats of climate change, particularly after the destructive impacts of Typhoon Ketsana in 2009 and Typhoon Haiyan in 2013. These events underscored the necessity of relocating communities to safer, higher ground.

Casanova envisioned a sustainable, smart metropolis north of Metro Manila, featuring wide pedestrian lanes, green spaces, and innovative technologies. His vision aimed to create a city free from the heavy traffic and congestion that plagued Metro Manila. Despite initial scepticism from government officials due to its remote location, the project gained traction, leading to a design competition for the master conceptual development plan. AECOM’s winning design in 2015 set the stage for the city’s development.

The city was officially founded on April 11, 2016, with a groundbreaking ceremony led by the late President Benigno Aquino III. Under Casanova’s leadership, BCDA established critical partnerships with local and international firms, including a 50-year contract with Filinvest to develop 288 hectares of land. Foreign collaborations with entities like Japan Overseas Infrastructure Investment Corp. and IVL Swedish Environmental Research Institute further bolstered the city’s development.

Clark Green City Location

Clark Green City is strategically located in Central Luzon, approximately 80 kilometres northwest of Manila. It spans the towns of Capas and Bamban in Tarlac province, with administrative management from Angeles City as part of the Clark Special Economic Zone. This prime location offers significant advantages, such as connectivity to major cities, existing infrastructure, and a blend of industrial and agricultural influences.

The city covers a vast area of 9,450 hectares (23,400 acres), transforming a former U.S. military base, Camp O'Donnell, into a thriving urban development. Its proximity to major cities like Angels and Mabalacat in Pampanga province and its location within the Clark Special Economic Zone make it a focal point for modern, sustainable urban development.

New Clark City Master Plan
